I recently was in touch with Richard again. Here is the exchange of emails. Really the only interesting ones to read are his replies.

After you gave us the source code, very few of us had time to work on
it, so it stagnated for about a year and a half. But then, over this
summer, myself and a few others found time again and set up all the
necessary resources for group development. We set up a Trac website
(http://svn.igglybob.com/hoverrace) with SVN, and set some milestones
for the future.
For the newest 1.23 version, we re-wrote the network code to work better
with firewalls, allowed any color depth (not just 8-bit), and allowed
any resolution. In addition, we overhauled the configuration, allowed
larger and taller tracks, and created an automatic track downloader.
Today was actually the release day for 1.23, after significant testing.

In the future we plan to overhaul the graphics engine (move it to
OpenGL), port the entire game to Linux, and enhance the game in all
sorts of other ways. The project is starting to gain momentum
(especially with the recent 1.23 release) from old players and new ones
too, so I am looking forward to future releases.
